Abstract

In practice, English is the language of communication for all
types of international exchanges, for goods, services and ideas. For those
who want to be directly involved in the international world, mastering
English is one of the requirements to be involved. The staff members of
social communication office in Yogyakarta enters a phase where they
must deal directly with the international world. Staff members are
required to attend conferences and seminars that use English. This makes
them need to master speaking skills. This research focuses on designing
a set of English speaking materials aimed to be used for staff members of
social communication office in Yogyakarta. This was research and
development (R&D) which was developed by using a modified model of
Borg and Gall method. This research employed five major steps namely
1) Research and information collecting, 2) Planning, 3) Developing a
preliminary form of product, 4) Preliminary field testing, and 5) Final
product revision. The materials were designed based on the result of an
analysis of needs. The designed materials were presented using
collaborative methods. The materials consist of eight -units to covers
eight topics. Each unit consists of five sections namely engage, explore,
transform, present, and reflection. The preliminary field testing showed
that the designed materials were appropriate to be used for social
communication staff in Yogyakarta especially to accommodate their
English speaking skills.
